The last rites of Goa Chief Minister Manohar Parrikar will be performed at Miramar this evening with full state honours. The 63-year old BJP leader passed away in Panaji yesterday following prolonged illness. His mortal remains will be kept at the State's BJP head office from 9:30 to 10:30 this morning and will be later taken to the Kala Academy for people to pay their last respects.

The Centre has announced national mourning today following Mr Parrikar's demise. The national flag will fly at half-mast across the country.

A meeting of the Union Cabinet has been called this morning to condole the passing away of the Goa Chief Minister.

President Ram Nath Kovind, Vice President M Venkaiah Naidu, Prime Minister Narendra Modi, BJP President Amit Shah, Information and Broadcasting Minister Rajyavardhan Rathore, Congress President Rahul Gandhi and several other leaders have condoled Mr Parrikar's demise.

Our Panaji correspondent reports that a seven-day state mourning has been declared in Goa from today.

"During the period, the national flag will fly at half-mast on all buildings across the state and there will be no official entertainment. In addition, all state government bodies and departments and associated units will remain closed today. Goa Governor Dr Mridula Sinha has condoled the demise of  the Chief Minister. In her message, Dr Sinha said, as a political leader, Mr Parrikar had chartered a new approach to various problems and succeeded in resolving many of them by his sincere personality. She added that Mr Parrikar will be remembered as a social worker who gave his whole life to the cause of people. Cabinet colleagues, Goa Pradesh Congress Committee and Aam Admi Party have also condoled the death of Mr Parrikar. WITH SAIKAT SARKAR, MUKESH THALI, FROM GOA, for AIR."

The process of filing nominations for the first phase of Parliamentary elections will begin today with the issuance of notification. The last date for filing candidature is the 25th of this month. Scrutiny will take place the next day, while 28th is the last date for withdrawal of nominations. Polling will be held on the 11th of next month.

Ninety one constituencies spread over 20 states and union territories will go to polls in the first phase. Elections will be held for all 25 seats in Andhra Pradesh, and 17 in Telangana. Our Hyderabad correspondent has filed this report:

"The election machinery in Telangana state has geared up for conducting elections for all 17 Lok Sabha seats in a single phase, four months after its Assembly elections held last December. After a fresh revision of voters enrolment, the number of electorate in the state has gone up to nearly 3 crore from that of 2.94 crore during the Assembly elections. Accordingly, the number of polling stations has also gone up to little over 35 thousand. Lakshmi, AIR News, Hyderabad."

Other constituencies going to polls in this phase are: eight in Uttar Pradesh; five in Uttarakhand; four in Bihar; seven in Maharashtra; five in Assam; four in Odisha; two each in Jammu and Kashmir, Arunachal Pradesh, Meghalaya and West Bengal; and one each in Chhattisgarh, Manipur, Mizoram, Nagaland, Tripura, Sikkim, Andaman and Nicobar Islands and Lakshadweep.

In Uttar Pradesh, Saharanpur, Kairana, Muzaffarnagar, Baghpat, Ghaziabad, Meerut, Bijnor, and Gautam Buddh Nagar will go to polls in this phase. More from our Lucknow correspondent:-

"Due to holiday on the occasion of Holi and two other non-working days, only four days will be available for candidates to file their nominations in this phase. The eight seats, which will go to poll, have a total of 1.5 crore voters out of which more than 68 lakhs are females. Chief Election Officer of the state M. Venkateshwar Lu said that Commission has taken action in more than 17 lakh cases related to wall writing, posters and banners on public and individual space across the state. In the action of income tax, police and excise department more than 4 crore 10 lakh cash and liquor worth more than 10 crores were seized. SUSHIL CHANDRA TIWARI, AIR NEWS, LUCKNOW."

Notification will also be issued today for Assembly elections for all the 175 Assembly constituencies of Andhra Pradesh, 28 of the total 147 constituencies in Odisha, all 32 Assembly seats in Sikkim and all 60 constituencies in Arunachal Pradesh.

The counting of votes will be taken up on 23rd of May after the completion of all phases of polling.

In Tamil Nadu, the ruling AIADMK has announced its candidates for all 20 seats the party is contesting from in the Lok Sabha polls. The AIADMK has also named its candidates for all 18 Assembly seats that will go for bye-elections along with the general elections on the 18th of next month.

Our correspondent reports that DMK has also announced its candidates for all the twenty Lok Sabha seats it is contesting.

"Both the Dravidian parties face each other directly in eight constituencies out of the forty seats in Tamil Nadu and Puducherry. BJP will take on Congress in Sivaganga, the home constituency of Mr P Chidambaram and Kanyakumari. Current Lok Sabha Deputy Speaker Dr M Thambidurai enters the race again in Karur constituency. DMK’s Ms Kanimozhi, whose term in the Upper House of Parliament comes to an end later this year, contests in Tuticorin. DMK fields five former Union Ministers including Mr Dayanidhi Maran, Mr A Raja and Mr TR Baalu. Jayasingh, AIR News, Chennai."

The PMK has announced its candidates for five Lok Sabha seats. It has fielded its sitting MP and former Union Minister Dr Anbumani Ramadoss from Dharmapuri constituency. Former Union Minister AK Murthy will contest from Arakkonam seat. A party release said, candidates for two more seats allocated to it will be announced later.

The PMK has joined hands with AIADMK, BJP and DMDK in this election, under the umbrella of NDA.

Ahead of the Lok Sabha polls, the Election Commission is keeping a tight vigil on the implementation of the model code of conduct. In Mumbai, the poll panel is taking strict action against unauthorised political advertisements. Here is more from our correspondent:-

"Atleast 11,500 unauthorised political advertisements and posters have been removed from Mumbai suburban district ahead of the Lok Sabha polls. An election official said, nearly 9,300 advertisement boards, posters, banners and flags have been removed from public places while more than 2,200 such boards have been removed from private properties falling under the administrative limits of the Mumbai Suburban district from Mahim Causeway to Dahisar, Kurla to Mulund and Kurla to Trombay. The same area comprises of four Lok Sabha and 26 Assembly constituencies. SHAILESH PATIL, AIR NEWS, MUMBAI."

In west African country Mali, at least 21 soldiers have been killed in a raid on an army camp by suspected terrorists in central part of the country. Local media reports said, the attackers stormed Dioura army camp in the Mopti region at dawn and left many soldiers dead.

Once a beacon of democracy and stability in Africa, Central Mali in recent years has been dogged by a coup, civil war and terrorism. The country has in the past few years been overrun by terrorists with links to Al-Qaeda.

External Affairs Minister Sushma Swaraj will call on the President of Maldives Ibrahim Mohamed Solih in Male today before concluding her two-day visit to the country. Mrs Swaraj met her Maldivian counterpart Abdullah Shahid yesterday and had a joint ministerial meeting. Three agreements were exchanged on visa facilitation for diplomatic and official passport holders, development cooperation and renewable energy. Our correspondent has filed this report:

"A host of regional and bilateral issues will come up during meeting with Maldives President, whose coming in power last year, has heralded in a new chapter in bilateral relations. Mr Solih had visited New Delhi last December during which India announced 1.4 billion US dollars assistance to Maldives for its development needs. The visit of Mrs Swaraj is aimed at working out details of cooperation in various development fields and both countries exchanged agreements on visa facilitaion, development co-operation and renewable energy. The West Bengal Police has recovered huge quantity of explosives at Beliatore in Bankura District. Following a tip off, a team of CID officials and Police intercepted a truck in the area and seized huge quantity of detonators, gelatin sticks and ammonium nitrate. The truck was going to Birbhum district from Telangana. The driver of the vehicle has been arrested. He was produced before a court which remanded him to Police custody till the 25th of this month.

In Cricket, Indian skipper Virat Kohli and pacer Jasprit Bumrah have retained the top positions in the latest ICC ODI rankings. Kohli remained at the number one spot in the list of batsmen after he scored 310 runs in the recently-concluded home series against Australia which India lost, 2-3. Rohit Sharma remained number two. Kedar Jadhav's all-round effort helped him move up 11 places to a career-best 24th.

In the Bowlers' list, Bumrah is at the top, followed by New Zealand fast bowler Trent Boult at the second spot. 

In the team rankings, India is second, behind leaders England.

  • In J&K, Omar Abdullah of the National Conference is open for a pre-poll alliance with Congress, if the latter agrees, writes The Pioneer.

  • After blocking India's bid to designate Jaish-e-Mohammad Chief Masood Azhar a global terrorist for the fourth time, the encouraging words of the Chinese Ambassador to India find mention in most newspapers.  "Will amicably resolve Azhar's terror listing says Chinese envoy" states The Pioneer.

  • "First RSS-VHP varsity to be set up in Gurgaon" informs The Asian Age.  The university, christened as Ashok Singhal Ved Science & Technology University, will conduct advanced studies and research in the Vedas and the historical "Bhartiya" texts.

  • 5 per cent women's parking quota and 3% for the differently abled in North Delhi - writes The Times of India.
